Please enlighten me...

I was browsing through the BBC news today when I found this story about some hazardous weather over there.
We're having winter weather over here in Michigan too. My fingers are numb just typing this.

What really interested me, though, was not the weather story, but the photograph it included.

At first I thought it was some guy wearing an airplane costume (???), but then I noticed the people standing down on the ground at his feet.
So this must be a giant statue of some kind...?
I wish I knew what it was; this really fascinates me.

The story focuses on Northeast England, particularly Northumberland and North Tyneside. So perhaps this statue is in one of those locations.

Do any of you out there know what this object is? What's it called? What's the significance? Where exactly is it?

Ha ha, I just watch the Antiques Roadshow on BBC America the other day. They had a guy from the local council where that is located. he brought in the smaller version of that that the artist used to sell the project. Worth a million pounds, your picture is the actual full sized statue. Called Angel of the North located in Gateshead England from what I remember.
